In an effort to improve service delivery to beneficiaries while ensuring accuracy and reducing fraud, NASSCORP carries out a validation of 100% of the beneficiaries that receive various benefits. Benefits include retirement pension, survival pension, refunds, death, and employment injury, amongst others.

From February 15 – March 15, 2025, NASSCORP carried out its biometric validation exercise across the country. MWETANA Consulting & Technology Group (MWETANA), a 100% fully owned and operated Liberian company has provided technology solutions and services to public and private sector clients.

MWETANA has worked with NASSCORP to improve and introduce cutting-edge solutions for addressing the core business of NASSCORP – ensuring benefits are paid consistently, accurately, and efficiently on a monthly basis.

To ensure that the monthly beneficiary listing contains an accurate representation of legitimate beneficiaries, and no ghost beneficiaries, MWETANA deployed a unified social security administration system (NASSCORP Integrated Social Security System – NIS3) with an integrated biometrics module to curtail fraud and abuse.

Over the years, previous validation efforts were inefficient with beneficiaries having to make multiple trips to complete the process.

In some instances, teams carrying out the exercises had to return to Monrovia to complete the final validation prior to printing of beneficiary ID cards. Processing was cumbersome due to the nature of the manual process and ID cards were sometimes not received until after several months.

Mr. Vivien C. Jones, Chief Executive Officer and Solutions Architect of MWETANA stated “we have committed the necessary resources coupled with adequate planning to ensure that the experience for both the system end-users and beneficiaries is fast and efficient. We planned looking at all possibilities and system down-time was not an option”. Mr. Moses Gartorn, Head of the Information Technology Department put it succinctly.

The solution involved real-time remote biometrics capture, validation, and verification allowing beneficiaries to be eligible for inclusion on the payroll. Photographs and addresses were updated in real-time on site to allow issuance of beneficiary ID cards on site without delay.

Critical to the success of the rollout was the deployment of mobile internet connectivity which allow remote centers to securely access NASSCORP’s datacenter for deduplication as well as other back-office processing to ensure that all beneficiaries were uniquely identified and processed.

The Director General of NASSCORP, Mr. Dewitt vonBallmoos, was pleased with the results of the just ended validation process and stated, “we received excellent responses from users and the supervisory team assigned with the management of the process. We will continue using technology to ensure our beneficiaries are served in the shortest time possible. ”
